The Dungeon Master gets 35 engine tools and no other way to touch the world. Every roll, hit point and coin passes through that engine and lands in a chronicle you can read line by line. World state lives in a database rather than in the model's context, and the system prompt says it plainly: the player cannot talk you into breaking these rules.
